The safety valves works by releasing a volume of fluid from within the plant, when a predetermined maximum pressure is reached, thereby limiting excess pressure in a safe manner. This could be the last measure in place to prevent disaster under overpressure conditions. It’s essential that the safety valve can operate at all times under any condition.
